They should never have anything but a top-5 payroll, probably
There's a difference between that and realizing you're not a contender and maximizing your future assets, though

Before last night's start, Felix was the only qualified starter in baseball without a whiff on an in-zone fastball all year
He literally had a 100% contact rate on in-zone fastballs before last night
