Unless that guy is using Eric Skoglund, you're unlikely to catch him. Especially with a passive strategy. I'd probably use Bailey.
But it also depends on other categories

Going back to the Alvarez/Ohtani question, you could consider taking Conforto, Kepler, or Giolito over Ohtani.
And if you're allowed to trade, then I would trade.

I think Soto/Gallo/Harper are the elite examples

My guess is industry leagues and similar will be all over Biggio but he'll fall through the cracks in home leagues

It might be that he's just a streaky hitter. Kinda Conforto-like.
