Seems financially feasible, but I feel like a mid-30s free agent like Merrifield who'll have sufficient interest to get a multi-year deal in free agency will probably prefer teams with a better chance at contending.

The 2/20 that's left on his deal is a bit much but not outrageous. And the free-agent catching market is bad. I think they'd be able to find a taker and will explore their chances of doing so. Might need to eat a little money or take on a smaller contract in return

Why isn't there a team salary floor in MLB? If MLB really wanted to promote competition, wouldn't a floor actually encourage teams to spend rather than the current system that essentially discourages teams from acquiring talent?

For the same reason there's not a cap. These things are collectively bargained/negotiated between the players' union and the owners. The owners won't go for a floor, and the players don't want a cap.
