Can teams trade a player about to hit free agency to restock the farm system, let it be known to that player that they'd like to resign him so he doesn't sign an extension to a new team, then try to resign him in free agency?

Extensions for players acquired right after the deadline are super rare in the first place. Eduardo Escobar did this with Arizona a few years back, but it's not common.

Anyhow, I'm sure they can tell the player, "Hey this is a business decision and we'd like to talk to you again this winter," but if you're that player and the new, more competitive team makes an offer to your liking, you take it.
