Would you be able to put Ohtani on the DL next year anytime there is an extended interleague (NL park) series with elbow issues?  Or for that matter whenever the Angels so choose?

They'd be able to put him on the DL whenever they need, sure. Could just carry him as a pinch-hitter in those series -- he's still a nice LH bat to have off the bench.

If they needed to, though, they could easily come up with a "legitimate reason" he needs to go on the DL for 10 days. It's not like players are actually injured every time they're placed on the DL. (Hey there, Dodgers!)

I'd probably go Cahill with a short leash and then try to bullpen it together.

Yeah the NY Yankees this year. They are pace to win a 100 games and that pitching staff is very suspect

The Yankees still have guys like Severino, Tanaka, Happ, Sabathia, etc. -- who are all very viable big league pitchers.

The A"s have gotten something like 200-300 innings out of Trevor Cahill, Brett Anderson and Edwin Jackson. There's no comparison between the two if that's what you were trying to suggest. Oakland's rotation for most of the season season could've been filled out like this on a lineup card:
