Even Vincent didn't think it actually meant anything in the context of players.  Essentially, Vincent's memo banned Pat Gillick or Dave Dombrowski from using steroids.

I don't see enough benefit from a couple of months of Cain over Nimmo or Lagares to justify a weird OF problem.
I mean yeah, you could move Bruce to 1B, but that' salready throwing in the towel on Smith, which I don't think they should be doing
