I believe peak adjusted is the implied peak for the player down the road.  But you'd have to ask Clay.

Most of the big ones do a good job.  I prefer ZiPS for obvious reasons.

It can't be over 100%.  But it's very high probability.  He can do better than 3/98 unless Something Very Bad Happens.
