Why is the base replacement level in calculating WAR for DH players so much higher than for other positions, if the replacement level position for that position is essentially the average pitcher?

Two parts here.
First, if you're in a game in which you *can* use a designated hitter, the replacement is a designated hitter, not a pitcher

You're not *required* to use a designated hitter.  But you're also not *required* to inhale oxygen.
But also, I think there's strong evidence that DH replacement level is too high.  Even when you filter out as much injury things as possible, players appear to hit worse as a DH than when they play the field
