At the end of July, he's essentially owed 2.5/65 or so.
Now, would a team sign him for 2.5/65?  I think so.  But they're not going to send a bunch of prospects for the privilege to sign him to that.

Now, he's had some really excellent starts this year, but he's also a pitcher with a FIP around 4 that has seen a huge bump in his walk rate
It's not enough that you turn him down, but it's an additional risk factor.

I don't think he'll ever hit for a good BA.

Is there any evidence specific types of hitters are more or less prone to streakiness? Does streakiness even exist as a trait or are all players fairly streaky?

It's one of those things that you intuitively think might be true, but I'm just not convinced by the data.
There's evidence that certain individuals are streakier than others (to an extent), but it's a real mish-mash
