Consider a pitcher with 50 grade command and control, with 4 50 grade pitches. Is he an average player? Spot starter? Non-rosterable?

Sounds like an average starter. Here's the thing though. Since teams use ten starters on average, the fifth starters are often two-win pitchers. Think about the bullpen as part of the pitching staff, and it makes sense. So that sounds like a 4/5 to me.

Does Jesse Winker capture some serious playing time in Cincinnati? He has pedigree as a 1st rounder that Longenhagen put a current 55, future 70 on the hit tool. He had the nice 1:1 BB:K rate in AAA last year. It isn't the sexiest fantasy profile with the lack of real power and speed, but he seems to being overlooked to some extent.
