A poor pitcher? Even if someone with plus command still commands a pitch imperfectly, does that mean that command is definitely less valuable than velocity?

Does anyone do spin rate analysis for hitters? Presumably different swing paths and kinds of contact result in different kinds of spin off the bat, and you frequently hear about backspin leading to carry.
