Gavin Lux & Delvin Perez are both obviously a long way off, but what comps come to mind when you think of what they could turn into (and are likely to turn into)?

Lux is like 55 D at SS, maybe some bat to ball and SB skills. Zero power. Delvin is potential 7 at SS, has the bat speed for 6 hit and, if there are proper adjustments made to his swing, like average or better power. His swing would need an overhaul and you're risking an already solid contact profile if you do it, so I'm not advocating for it. But it's in there.

I like Forsythe a lot, but I still felt that 6 years of Jose De Leon was a pretty big overpay. Should I take that as a sign from internal evaluators and lower my expectations for JDL, or keep my evaluation the same and assume the Dodgers had to sacrifice a lot in the future to improve a little now?

I think it's more of the latter. Forsythe's value is greater for LA than it is in a vacuum because of what they're trying to do. They also draft really well, spent a ton of money in Latin America recently and have more assets on the way to either flip or play.
If you think they improved their chances of winning a WS, I'd be stoked they did it without moving Urias, Alvarez or Bellinger.

Where do you envision Leody Taveras and Anderson Tejeda landing on Texas' Top-10 list? Do either or both make the Top-100?

That list is a ways off but I'm pretty set on Leodys #1, Mendez #2, Tejeda probably somewhere in the top 5. Leodys, Mendez and maybe Ragans or Jurado are top 100 guys.
Ragans' fastball was filth in the fall. You want a fastball/change/command prospect? That's your guy.

Meh. It was okay. I made some moves and added a 1 next year, landed Michael Fulmer, Gsellman, Marquez, Tapia, etc. The Pennsylvania Dutch are in a multi-year rebuild and asking fans and ownership to be patient.
