If they're not buying, then I doubt they're ready to convert Phillips to relief. And I can't imagine him succeeding yet as a SP.
Not enough stuff for the lack of command. One of those would need to step forward.

I can ask around. All I know about him is the delivery comp to Bum. Pretty sure he's all projection presently.

He's 20th on the FanGraphs Pirates list fwiw. They mention Bumgarner and also point out a bad fastball, potential double-plus command, and a need to dev a plus change or split.

The peripherals look like vintage Sandy. I'm starting to believe he's tipping pitches with as unlucky as he's been.

You don't usually see guys tip pitches for more than a month. That's one of the first things aces look for after a few bad starts. There's also usually at least somebody on a rival club who's willing to reach out and let someone know. MLB players trade favors too.

For a 24 team dynasty, in a rebuild. SHould I dump relievers who aren't elite and trade middle of the road players like Wade Miley, Noda, Bader?

Otherwise, yes, it makes sense to turn those roster slots into players who might contribute to your next contender.
Noda's stats happen to greatly exceed his reputation at the moment, so the timing might not be right.

What kind of upside does Gavin Williams have for this season? Is he anything more than a flier? Do you think he sticks in the rotation?

I haven't dissected his outing (it didn't go well), but I will say Williams rates higher than guys like the Millers, Sheehan, Woo, etc.
I like him more than just about every promoted pitcher besides Eury Perez.

Caveat being that I tend to take a long view with pitcher eval. When I dig in to his outing, I might have a completely different opinion (but I probably won't).
