It's not unprecedented. I can't think of a specific example off the top of my head but this happened every so often under the previous CBA. That's why they put that provision about players getting full salaries if they settle to avoid arb in the most recent CBA

In a world where the MLBPA would agree to a salary recap, who is more opposed? Big market owners to a cap or small market owners to a floor?

Most big-market owners would be fine with the cap. It limits their flexibility but essentially protects them from themselves. The players union is the obstacle to a cap

I do think you'd have a hard time selling a lot of small-market owners on a floor. It'd probably require a lot more revenue sharing, which the bigger franchises aren't going to support

What are your thoughts on the Reds organization as a whole since Nick Krall has been in charge?  It seems that they finally have a plan and are sticking to it. Their player development has gotten alot better and they finally have direction. It's a good time to be a Reds fan.

Up-and-down. Not always their fault -- ownership tied their hands with the payroll cuts after '21 -- but you could also kind of see that coming and the front office didn't seem to have much of a plan for it

They've rebuilt the farm system quickly, though, and I agree they're trending up. I still think there's some odd free agent decisions in there (e.g. Emilio Pagán) but it's coming along

It'll be a complicated one for sure. The juiced ball controversy isn't the first one I think of w/r/t to Manfred, but maybe that'd change with more distance from his tenure

For me, it's more about the rule changes right now. The pitch clock is probably his biggest win and the extra-inning rule is a miss. (I know these are matters of opinion and not everyone feels the same.) Those are really significant changes to the way the game is played that Manfred is very largely responsible for

Are managers overrated? They’re essentially cheerleaders and company men for wherever the POBO or GM decides. Why do we still place so much importance on the position?

Yeah I really don't know. I could truly see it going in either direction. It's a fair hypothesis that managers don't matter a ton and it's much ado about nothing. There's certainly less in-game strategy and differences in team playing style in MLB than in other sports.

I also find it plausible that one of the biggest reasons the Rays and Brewers have been consistently good is because Cash and Counsell are so effective at getting players to embrace their roles and at hiring coaches who can actualize data to make players better
It's basically impossible to test from the outside. The most compelling evidence for me that they do matter is that still teams place a lot of emphasis on getting those hires correct
