Manfred has been saying for years that he wants the A's and Rays to have new stadiums (stadia?) before expansion.
As of a few months ago, the path ahead seemed pretty straightforward. The A's to Vegas, the Rays get a new stadium in St. Pete's.

Now that the Rays have all this drama and it's unclear what's next, I don't know. It's already kinda messy and could get worse.
In short, probably still a few years away from expansion becoming real.

As for competitive balance, I don't think it will have a massive impact.
Currently, each league has 6 playoff spots fo 15 teams. The most doesn't change much if that goes to 6/16.

Do you think a 6 man rotation lessens the risk of pitcher injury? If yes, do you see more teams adopting this approach?

I would imagine the injury risk is less, sure.

And I think a lot of teams are already kind of doing this, to an extent. With the off-days in the schedule, plus occasional spot starts and bullpen days, I believe pitchers are throwing on "normal rest" less and less.

Well, supposedly, he considers the 6/156 from the Astros to be a pay cut.

That's 26MM per year. He was making 28.5MM in the final two years of his previous deal.
It's possible some other club like the Jays has a marginally better offer in a vacuum. However, Canada has higher taxes than Texas, so it wouldn't really benefit him to take it.
