You've correctly said all along the Steelers have no intention of firing Tomlin or his coordinators (despite the continued post-season failures). So will anything change next season? Will Rooney at least tell Tomlin to let the DC and OC operate as they believe is best? If not, why should fans care?

There have been no coaching changes of significance.  We're likely to go backwards in the QB room.  Tomlin still has the same scared offensive strategy and stubborn defensive strategy.  How is next year's show going to be any different from the reruns of the last decade?

When a team cuts a player and they become UFA, what happens to the salary they earned before they were cut? If Steelers for example signed Javon Hargrave who SF signed 4 years/$84 mil, would the Steelers have to pick up the balance or are they free to negotiate a lower number?

If they make a trade for the player, they can do negotiate a new deal with the players before signing off on the deal. If a player is a free agent, a team can sign him for whatever number they choose.
