Isn’t building an NFL roster just a game of “whack-a-mole”? No matter what a GM does to shore up one position, other position contracts expire and there are also injuries. Is it fair to say its near impossible to be a successful GM for more than a couple of years?

I wouldn't call it impossible. The good ones are the ones who can manage the salary cap that takes into account all the things you mention. The Steelers, despite what people think (another way of saying 'have no idea'), do it better than most, if not all. That's the reason they haven't had a losing season since before Ben

Who is the most feasible free agent cb and wr duo they could sign? I wouldn't be shocked by Godwin on a two year 16 million dollar deal with a lot of incentives and DJ reed getting 3years for 27 mil. Maybe a bid on Milton Williams as well. Is this a possibility?

The QB saga continues with no one signed. If Fields hasn’t agreed to an offer from the Steelers because he wants to test free agency and hope for a better offer, should he be reminded that a bird in the hand is worth two in the bush?

I don't think Justin Fields is going to be signed by another team as a starter, so I don't expect him to get anything more than $12-$15 million a year in free agency, whether from the Steelers or another NFL team

Wilson would, depending what the offer is. He wants to return, but I'm guessing he also wants to feel wanted. I honestly can't say what Fields might be thinking, though I surmise he would like to come back here, though not in the same role as last year.

I can't see wasting high picks on receivers when our qb play is so poor. They can build up the defense, get a rb and take some recievers later. When Tomlin has his first losing season this year we can pick a qb next year.
