When do teams post what level they are sending their prospects to?

The MILB rosters of the team web site generally get them a few days before MILB opening day. They don't really send out press releases, but sometimes reporters will get certain prospects ahead of time
And there's always a bunch of stragglers that stay behind at spring training then head out in a few weeks
