Can you clarify something?  I was under the impression that if Atlanta fails to sign the #9 pick this year, that they would not receive a pick next year (since that pick was already compensation for Stewart from 2018).  From what I've read today, I may have been mistaken.  Do you know for sure what the rule is?

You are mistaken - Atlanta's pick for Stewart, Arizona's pick for McClain, and the Dodgers' pick for Ginn are all protected, so if they don't sign their picks this year, it rolls one more year. Next year's compensatory picks would be unprotected.
