Hi Bria, this is Chiderah again. DMV issues refunds in appropriate situations such as with duplicate charges. Refunds can be requested via our online form. Mr. Robison -- I'd like to provide additional information to my last message. When I called the DMV customer service line, they mentioned a law that changed in February 2025 that does not allow for any refunds for fees/taxes to be issued period. Can you give some context to this? I'm a little confused why the DMV would not be able to provide any refunds. Was this the correct information?

Hi Bria, this is Chiderah again - you received the correct information. Vehicle taxes and fees are set by DC Code - DC Official Code § 50-2201.03

The answer to my question is to "submit a request" -- I've done this already. They said "no fees/taxes" can be reimbursed.

Hi, I didn't receive a notice that my inspection was expiring a few months prior to my registration, upon renewing my registration, I discovered the need for inspection. Upon inspection, I received the bill which included a $60 late fee. I contacted the DC DMV support@dcdmv.zendesk.com and they said they approved waiving my fee after confirming no inspection notice was sent. After arriving to DC DMV service center and showing the email, the DC DMV employee and his manager would not honor waiving the inspection fee and communicated to me that this was a common occurrence where inspection notice was not sent out. I was referred to email the director, which I later did. 

Is the director aware that inspection notices are not being sent and many owners are incurring a late fee because their inspections do not fall on the same date as their registration? Can the office consider waiving these fees given the fact the many vehicle owners do not receive notice but are fined with late fees?

Hello, thank you for your inquiry. Regarding excise/vehicle taxes - Rates are applied to the fair market value (as defined by the current National Automobile Dealers Association (NADA) Business Guide for the Eastern Region) of the vehicle at the time of application (reference 18 DCMR §401.16). Information on the excise tax for DC titles can be found at DC Official Code § 50-2201.03

Good day! I just purchased a car in DC for the first time -- I went with a bit of a junker because of budgetary constraints. When I went to the DMV to transfer title, I learned that the transfer tax was the same amount that I paid for the car. I'd like to ask why the city bases the tax on the "market value" of the car, and not the price paid. I'd also like to know if I might be able to provide additional documentation to further my case -- and if you might be able to point me in the right direction. Thanks for your help!

DC DMV protects the privacy of individuals by closely adhering to the federal Driver’s Privacy Protection Act. DC DMV will release driver records only to the following requesters:
  • Driver, with proof of identity
  • Individual driver’s representative (for example, a spouse) with written authorization from the driver and a copy of the driver's proof of identification, bearing a discernable signature
  • Law enforcement representatives with documentation showing driver’s involvement in an investigation
  • Government entities, as part of an established activity requiring records (for example, security clearances, investigations, and recruitment)
  • Attorneys with written authorization from the client to obtain records
  • Insurance company representative with written authorization from the driver as part of an established investigation
All requesters must provide the driver's name, date of birth, and driver license or Social Security number.

Good afternoon and welcome to today’s online chat with me, Chiderah Monde, DMV’s public information officer. Today, we’ll discuss your various DMV issues related to driver licenses and identification cards; vehicle inspections, titles, and registrations; and the adjudication of photo, parking and moving violations. We have over 60 online services (http://dmv.dc.gov/page/online-services) and seven facilities which provide in-person services to over 3,000 daily customers. Regarding tickets, we have two main sister agencies: DDOT which regulates parking (i.e., signage, meters, and parking permits) and DPW/DDOT, which issues parking tickets, along with 30 plus other entities in the District. Also, MPD issues photo enforcement tickets.
