Harper was the only regular outfielder on the roster. The center field market this year was really tough

They addressed it with two of the best free agent position players available. Would it have been nice to get an above-average hitter who can also defend? Sure, but unless you're talking about Starling Marte, that guy wasn't really out there

It's budged a little in that you can get some bonus picks for guys who break camp and turn out great
But I don't think it's enough to really affect team behavior, and the idea of granting a "bonus year" of service to guys who win Rookie of the Year might actually work against it

Because if you're rebuilding and have an elite prospect, you kind of have an incentive to keep that guy down until like July or August so he can't win that award

The lineup isn't playoff-caliber, the top five in the rotation are good but the depth behind that got exposed last year. That they've basically done nothing this offseason is pretty disappointing
