I can see this being a priority for the MLBPA in the next collective bargaining talks.  I can also see at least some owners get on board with it too, since they want their big-name young players on the field ASAP

If I had to pick one, ownership.  But people forget, AA was rarely about the big offseason when he was the Blue Jays' general manager.  The one winter he really made a bunch of splashy moves was 2012-13, and you saw how that turned out for the Jays
