If the Jays don't think Price or Myers can continue to be even decent players, however, then they shouldn't make the moves.  Most teams don't
Oops, clicked too soon!  Most teams don't "buy a prospect" or have a "bad contract swap" in a pure salary dump situation, since they have some hope that the bad contract they take on can have some value for them.

Why does it seem teams are more likely to spend this year compared to the last two?

Could be a perfect storm of circumstances --- more teams had money to spend, more teams feel they're closer to truly contending (if you're an AL team, for example, you might feel your window is wider since the Sox have hit a speed bump and the Astros might face some heavy sanctions), or this year's crop of free agents was more attractive than the last.
Or, as several people have only half-jokingly written, "spending is the new market inefficiency."

I'm not sure there's any big secret, but for a pitcher with his health history, teams are undoubtedly taking a close look at his medicals first

Chapman isn't arb-eligible until next year, so he still has maximum value for the A's.  I'd be shocked if he was traded this winter.

Now, next offseason when he starts getting big arb salaries?  Maybe more likely
