Technically the Twins, since they're not "rebuilding" but rather just had the season from hell.  I'm pretty confident Minnesota will be competitive in 2022, whereas I can't really say the same for the other five teams currently in last place

Agreed.  The league has been weirdly conservative on this issue, but the door was cracked open when the Competitive Balance Round picks were allowed to be dealt.

Sure.  For someone like Baez, the Mets have sole negotiating rights to him until free agency opens.  If they offered him the equivalent of a QO, he might well take it

To be fair, the Angels have spent on pitching....they just haven't been spending on the right guys.  

It wouldn't be out of character for the Angels to spend a fortune on Correa, Seager, etc. and then again try for only second-tier pitchers, but something really has to give in Anaheim.  With Ohtani now in full bloom and a healthy Trout/Rendon for 2022, they should be going for it full-bore.

The Cubs have less than $60MM on the books for 2022, so if they wanted to immediately reload with a couple of big star names, it's possible.  However, there has already been ample evidence over the last couple of years that ownership has been looking to cut costs, so while payroll will be higher than $60MM, I don't see it approaching anywhere near $200MM

Maybe, but if I'm the Angels, why not just keep all of those guys?  Best case scenario is you're splitting at-bats among the younger guys, but realistically, you'll need depth in the event of another injury for Trout or Upton
