With the Padres paying almost all of Hosmer’s salary, how does his contract effect the luxury tax calculations for both the Red Sox and Padres?

It basically doesn't.  Almost all of Hosmer's contract is still counted against SD's tax number, and the Red Sox are only paying the prorated minimum salary

Every insider seemed to predict Soto would end up a Cardinal with their young talent/prospects.  Why didn’t St. Louis pull the trigger on the trade?

I wouldn't say "every" insider, since those same names generally had the Padres right up there as top contenders as well.

Two factors favoured the Padres, beyond maybe just Washington preferring SD's prospects.  For one, the Cards generally don't do huge deadline trades --- they save their biggest moves for the offseason.  Secondly, the Cardinals also weren't likely and aren't likely to try to pay Soto $450MM or whatever his next contract ends up being, so that would make an acquisition a 2.5-year rental in their view

After the season, Bellinger could be non-tendered, plus Kershaw, Kimbrel, Price, Heaney, Anderson, Trea Turner, Justin Turner, and Max Muncy could all be free agents

That's a LOT of money coming off the books for the Dodgers.  While they have a lot of holes that would need to be filled (especially with the rotation), signing Judge is realistic
