By this point, the Padres might be looking towards next season as their chance to drop down a tier or two, and 2023 will be a pure go-for-it season.  If they crunch the numbers and figure that they'll be over the third tier threshold anyway, they might as well keep spending (maybe staying under the Cohen line)
