do MLB front offices actually make an effort for a communication or media strategy to satiate the local fanbase in periods where, from the public perspective, things are quiet or stagnant ? (I'm specifically looking at blue jays who have not done much, and they needed to do a lot, but this applies to many teams)

It doesn't really do much for a GM or executive to make big promises about an offseason, since then those words can easily get thrown back in their face if the plans won't work out.  And, obviously, it doesn't really help a GM to specify particular players as targets

Someone suggested this a few weeks ago, and it does seem to work for both teams.  The Guardians make such a priority of young talent that they might not view such a return as an ideal way to maximize Bieber's trade value....yet if that value is compromised anyway, there are worse ideas than a one-year quick fix for an outfield bat the Guards severely need

This makes some level of sense for both sides, but I can't see Pittsburgh moving Hayes so soon after signing him to that big extension.  Sends a pretty awkward message to any other young players the Bucs might look to extend

Agreed.  It seems like a poorly-kept secret that the Twins will deal at least one of Polanco or Kepler, and it's just a matter of how the market develops for either player.
If Minnesota's priority is adding pitching, however, the Blue Jays aren't a great fit in terms of MLB-ready younger arms.  Tiedemann obviously isn't being moved in a Polanco deal, for instance

As a Nats fan, how disgruntled should I be? Even if next season is a bust, there are multiple players (Bellinger, Hoskins, etc) that would help the next contending team in 2025. But ownership seems disinclined to spend a dime until the last possible second.

To be fair, there's no guarantee that the Nats will suddenly emerge in 2025.  The team will have a clearer view of that possibility once this season is over, and if they think they're able to make that leap next winter, some bigger additions might take place.

Also by next offseason, some more clarity might exist about a possible sale, or maybe the MASN dispute.  But, I do think I'll still be writing about this MASN dispute for the next 20 years.

Are we rolling with Vierling at 3rd base? I know we have Keith and Jung, but it’s rough seeing the team not address the position for the second year in a row is frustrating.

It's not just Vierling but also Maton/McKinstry/Nevin, and don't forget about Malloy in the young prospect mix.  It's very true that there isn't much certainty in this collection of players, yet Detroit is hoping to see at least one of the youngsters make an impact as early as the coming season, to solidify at least one of the infield positions.

The Sox have enough pitching needs that they should be on the lookout for all types of hurlers, whether it's frontline arms or more speculative types like Paxton.  Obviously Boston knows Paxton's health situation better than anyone, so if they have confidence he can stay reasonably healthy, he has shown he can still be a productive pitcher

Do the Reds really NEED starting pitching? Greene, Lodolo, Ashcraft, Abbott, Williamson, Phillips and Martinez. few others in AAA for emergencies. Lot better shape than we were last season.

There isn't a lot of proven experience on that list, however.  Adding a front-of-the-rotation type to headline the rotation suddenly makes that staff a lot better.

In light of the Blue Jays missing out on Shohei Ohtani and so many position players leaving the roster via free agency and with the offence being as inept as it was last season, would it be possible that the Blue Jays management would “punt” next season and load up in 2025?

The free agent list is pretty thin, so the trade market seems like Tampa's best bet.  It was interesting that the Rays swung that big trade with LA without landing any of the Dodgers' young catching prospects, though that might've taken talks down a whole separate path
