The Tigers re-signed Colt Keith to a new contract that could be worth as much as $82 million over 9 years…. Before he even had a MLB AB. How common is this? And, isn’t this very risky? Why would a MLB GM do this before the player even debuts?

The "pre-career extensions" are pretty rare, but they're reserved for young players a team is very sure will develop into at least a regular big leaguer, and such contracts can become bargains if the player develops into a star

Jackson Chourio, Luis Robert, Eloy Jimenez, Scott Kingery, Evan White, and Jon Singleton are a few other players besides Keith who have signed such contracts.  As you can tell from that mixed bag, there's certainly some risk on the team's part and potential to backfire
