I still see many Publications ranking the Indians ahead of the A’s.  This boggles my Mind considering the A’s have many more Wins, playing in a much tougher Division.  The Indians have been feasting on 4 awful AL Central teams.  Please explain.

Most power rankings are garbage, if you hadn't figured that out already. I pay them no heed unless, I suppose, they came from a source I found particularly reliable.
I haven't really found one that is.

Are the Cards contenders in 2019 with no major upgrades?  Adding Wacha, Martinez, and Reyes to the rotation can't hurt (injury history not withstanding).  Basically is the second half their true talent level?  Or are they do for some serious regression?  And what in the world do they do with Fowler?

I would generally expect that they'll have about the same or maybe a slightly better expected team without any additions. They aren't losing much of note. And what they need most -- bullpen -- is the easiest thing to get, generally.

I don't think the 2nd half is necessarily the true talent level, though. There'll be some guys who rise and fall. Maybe Ozuna gets healthy but Carpenter goes back to being a very good (not a god-like) hitter. Young guys ... some will fade, some improve.

I assume everyone sat down and worked it out and gave up a little bit to make things go smoothly and avoid a PR fiasco. Whether or not Wright will give up any future salary, I don't know, but that's possible.

I suppose there's an outside chance of Donaldson -- if, say, his market isn't that robust and they see a chance to get him at an affordable price on a deal that includes an opt-out after year 1 or something.

But ... it's still the Pirates, man. They have some young infield talent they'll want to see. Maybe they get Kang back at a discount. Will be looking to achieve as much value as possible in all areas, no doubt, and will only spend up in FA to the extent necessary to get someone they really like. And even then, it is almost certainly not going to be a premium guy.
