So this is actually a good question. For it to do so, they will have to spend. Not a little bit! But they aren't going to want to throw away roster spots or precommit future money, even beyond not wanting to be inefficient w 2019 payroll space. So ... what do they even look to do? I feel like they could do something way out of character and splurge on some kind of interestingly structured deal, maybe with a starter or quality hitter who isn't getting multi-year bites. But guessing at specifics is tough.
They may also carry a wild low salary into the season and put it to use in mid-season trades, I suppose.

I don't believe I would expect any single player to reach 4  WAR, though I guess odds could be favorable that some single player will happen to have a big season and will reach that level.

I believe they will try to walk a line. Stay reasonably competitive, even if that means some missed opportunities to squeeze out future value, while focusing primarily on building for the future.

Teams rarely say so. I'm not even convinced it's as much about hurting their bargaining position as it is not wanting to somehow get pied for it after the fact.

I sort of love Rosenthal and think he's a great upside signing. Still young, already documented at upper 90s velo, and was having arguably his best season in '17 when he got hurt.
