It has to be the perfect circumstance of one payroll-heavy team having a prospect they're willing to part ways with (the Angels weren't trading, say, Jo Adell for salary relief), but that prospect still has to be attractive enough for another payroll-light team to be willing to drop $10MM or whatever to acquire him.
Such trades aren't always easy to line up, given all the factors involved

Teams generally go "best available talent" without much regard for position.  Though Detroit has more pitching prospects than position player prospects, they wouldn't pass on a pitcher they liked more than a hitter based on a perceived need.

Which means that if they liked Asa Lacy or Emerson Hancock more than any of the top hitting prospects in the mix for the #1 pick (Martin, Torkelson, Nick Gonzales, etc.), Detroit would take another pitcher.  That said, most mock drafts have them going with Martin or Torkelson at this point

Do you think the "Big 5" - Martin, Tork, Lacy, Hancock, Gonzales - will all go top 5 in this year's draft?  or would you bet on the field to take at least one top-5 spot?

The MLB draft is rarely all chalk, since signability and draft pool maneuvering are usually big factor.  Things could be different given this year's unusual circumstances, but I'd probably guess that someone from "the field" gets into the top five

What affect would an 80 game or less season have on service time manipulation for prospects on the cusp of getting called up?  Are teams more likely to just keep them in the minors until 2021 because they won't get as much value from them in a shortened season?

If I understand the adjusted service time rules correctly, the amount of games played will be prorated based on the length of the new season.  So if it's an 80-game season, you get service time credit for a half-season if you're on the roster for 40 games.

So in regards to prospects, some of the same service-time calculation still applies, except I'm not even sure you can call it "manipulation" in this case.  If a team argues that a top prospect needs more seasoning before joining the MLB roster, that's a valid argument considering the lack of a minor league campaign

Does it really make sense to keep the same order for the 2021 draft? Won't teams like the Red Sox be penalized twice for going over the 240 million dollar mark in 2019?

The Red Sox didn't exceed the highest penalty level in 2019, so they weren't in line to lose any draft picks in the coming draft

If the Tigers system has an over abundance of pitching, why would they not draft bats.  Especially if the draft is only going to be 5 rounds this year.

My point was that if the Tigers front office genuinely thought Lacy or Hancock was the best prospect on the board, they weren't going to pass on them for a position player they thought was a lesser talent (even if only a slightly lesser talent).  Teams aren't going to mess around with the #1 overall pick.  

Worst-case scenario if they end up with a surplus of pitchers...well, no such thing as "too much pitching," as the cliche goes.
