In theory, yes.  But in a shortened draft, penalizing a team a first-round pick suddenly means you're taking away a full fifth of its draft field.  

It could be that whatever punishment the Red Sox will face isn't meted out until 2021

One by product of me season is some ball clubs will be getting old pretty quickly. The Cards for one with Molina, Waino, Fowler, Goldschmidt, Carpenter, etc... could find themselves needing to rebuild on the fly.

Molina and Wainwright aren't under contract past 2020, though everyone expects Molina to sign an extension of one or two years.  That wouldn't be for a ton of money, however, and if the 2020 season is canceled, the Cards will have saved a lot of cash by paying only a tiny fraction of the millions owed to Carpenter, Fowler, and Goldschmidt.  Carpenter and Fowler also come off the books after 2021, too.

Plus, given how the Cardinals have been consistently able to develop prospects, they're better equipped than most teams to rebuild on the fly

It'd definitely get Cleveland's attention.  But if payroll and the luxury tax are such issues for the Cubs, they'd have to unload some money in another deal to take on Lindor's salary.  (Or send a notable contract back to the Tribe and give them even more prospects as a sweetener.)

There will be more than a few minor league teams that will go under after a year without any revenue. So any planned contraction could take place somewhat organically, perhaps.  The minor leagues will look drastically different in 2021, at the earliest.

In reference to the question about Ozouna and Hamel earlier: As the Braves do I try and find two other players to patch into 2021? Waters and Pache and Wilson and my other pipelines didn't get any seasoning. Do I just try to re-sign Oz and Ham to the same contract?

I could see several veterans on one-year deals perhaps just staying put on "do-over" short-term deals.  Ozuna could be a different case since he might drum up some multi-year interest without the qualifying offer hanging over him

The Cactus/Grapefruit league splits?  It seems like the only feasible way such a plan could work, though that plan has a ton of other obstacles.

It is hard to see a scenario where large gatherings are allowed by even some areas of the country until fall.  Any path to a 2020 mlb season has to rely on an empty stadium scenario.  Do you think MLB can actually pull the trigger on that?  Personally, I can’t see mlb leadership being bold enough.

If it's a question of empty-stadium games or no games at all in 2020, the league will play without any fans (provided it's safe for players/coaches/staff/etc. to convene in larger groups).  The league will take the chance to recoup some TV money, lack of attendance be damned

NEVER is an awfully long time.  Just in the last 20 years, we've seen the Nationals, Angels, and Astros* all win their first titles, plus the Cubs, White Sox, Red Sox, and Giants all ended long championship droughts.
