It's not a bad strategy, considering that a lot of the future stars they're counting on have yet to even play in the majors (and lost a year of minor league experience).

But if I'm a Mariners fan, I can't help but be a bit frustrated at the relative lack of action.

As long as he's still on the market, sure.  We haven't heard much about what the Phillies are willing to spend this offseason, or whether something like re-signing both JTR/Didi is possible, or just one of the two

There's been a real lack of buzz on La Stella this offseason, and I agree that it's surprising.  He checks a lot of boxes, but I'd imagine the holdup is that he doesn't have a long track record as a true everyday player.

What do you think of the idea of a Non-Competitive Balance Tax that would mirror the CBT for teams on the other end of the payroll spectrum with increasing penalties for multiple years on non-spending?

Here's the problem with that idea.  Say the Rays get penalized for not spending above the NCBT threshold.  Couldn't they logically argue "we're an excellent team without having to spend big, why are we facing this punishment?"
Now, if the NCBT penalties are as minimal as the CBT penalties, some teams might not care.
