I think I'd want 1-16 if I were a player.
But the one they have right now is doing exactly what it was meant to do.

They wanted teams to play each other year after year, and making it happen in the first few rounds ensures that.
It was built to artificially create rivalries.
And it's working.

They certainly have enough talent to do it, but so do the teams they're battling with.
