Florida seems pretty confident they'll add in free agency.

What's the downside of an offer sheet?  Is it a bad blood thing that GMs create amongst other GMs?  Or is it something else?  Would you please explain?

It's a little bit of that. Brian Burke famously challenged Kevin Lowe to a fist fight when he signed Dustin Penner to an offer sheet.
But there are so many things that go into it.

1. Players don't want to sign a sheet just to have it matched, and be known as that guy.
2. Teams don't want to overpay a player--the only way to ensure it doesn't get matched--just to also give up draft picks to get them.
3. Teams that are willing to sign sheets--if there are any--are often in a much worse position to contend for the Cup, not a great situation for a young player to leave for.
4. Negotiating with an RFA right now takes time away from your negotiations with pending UFAs, which are much more likely to bear fruit.
5. Almost every team has important RFAs that need to be signed, going after one opens you up to more than just retaliation--it puts you in a worse position when negotiating the next one.

The most important part to remember is that an offer sheet isn't a waiver claim. You have to get a player to agree to it.

That's the reason they are so rare, in reality. It's the players who don't want to go down that road so often. It's also why reporters are feeling more and more like one will come eventually. The number of star RFAs is only growing every year.
