I think athletes like that should be given more time and am more likely to buy into performance from those guys than I am one-year blips from below avg athletes like Aledmys Diaz. Think the power on contact will continue, the rest could be streaky, which is fine on the MIF.

Procedures
Similar to the 1992 expansion draft, both expansion (Rays/Dbacks) teams selected 35 players. The draft was divided into three rounds. Each team would select 14 players in round 1, 14 players in round 2, and 7 players in round 3. Tampa Bay general manager Chuck LaMar and Arizona general manager Joe Garagiola, Jr. oversaw their teams' selections.

The Devil Rays and Diamondbacks could pick any player not on the protected lists of the 28 other teams, although no team could lose more than one player in a given round.
For the first round, teams may protect 15 players from the rosters of their entire organization—both their 40-man roster, plus all minor league affiliates.
In addition, players chosen in the last two amateur drafts were automatically protected, plus players who were 18 or younger when drafted and signed in 2015. These players are listed as notable exemptions. Note: This does not include international signings, in this edition.
Players who are free agents after the end of the 2017 season need not be protected.

Do the Mariners have a talent for developing/finding 45 RPs? Latest guy that looks useful is David McKay now in AAA, but they have like 2 of these poppers at every level now. Do they just invest more in guys like this because they're useful trade bait for Dipoto, or is this a real skill?

I think it's a combination of effectively targetting guys who are that, to varying degrees of big league readiness) in the draft and via trade and also focus on them because the farm system doesn't have a whole lot else going on.

How much emphasis do you put on extreme tools in the prospect world? Hunter Wood, for example, had the largest vertical difference in the league between his fastball and curveball. Does doing something no one else does change your evaluation in any way?

It does, especially when you're forced to use heuristics a lot when you're a pair of dudes covering all the prospects on Earth. When someone breaks a mold, it's good to know who they are.

is the Mets' player development as bad as it seems from the outside? Media reports on that front have not been glowing, basically describing it as a disorganized mess with no communication or consistency between any levels, leaving it to the major league staff to do basic instruction

I think there are issues, yes. Especially with player dev and the way the pro department covers ground (as in, not enough) but also think the amateur side, especially internationally, has done a great job. It's a mix, like with most orgs.

A couple weeks ago you mentioned Kevin Kramer as a prospect who has improved his FV. Certainly his production has jumped the last month. What are some of the scouting stuff that is driving your opinion? Is he a 2-3 WAR go at this point?

Swing changer. Clearly had more lift last fall than he had previously and it was working for him. Might have enough hit/power combo now to profile at 2B/3B as something more than just a bench bat.

Another swing changer (Baltimore) with a new leg kick since last I saw him. BABIP is so sky high that he's going to regress and defensively he's kind of a tweener, but this is much better.
