Two different players. Hard to say really. It's quite possible that Turner already told them that he has every intention of getting to FA. Some players are like that (and that's fine!)

My big takeaway from Outer Worlds was that it was Fallout in space. The Outer game you want is Outer Wilds which is also in space but way better.
