It's always a matter of upgrade, right? Any time you can add a player who makes your team better, you should. And those two are plausibly upgradeable. But it also doesn't make sense to cut them without a return. Barnes in particular could be days, weeks, or months away from a return to form. And he has no meaningful competition outside of a guy they're using as a starter (Whitlock) and another guy they recently decided can't start (Houck)

Sadly, I've not gotten any memorable looks at Harris. So I'm not ready to comp on looks. Mullins' path was too weird to really comp him to many guys statistically.
If the question is: Can he be a 30/30 guy? Yes, that's a plausible outcome.

The reports I have think he'll have league average speed by the time he lands in the Majors. So maybe more of a 20/10 as the mean/median expectations.

With the way the Dodgers are designed, it strikes me as implausible they'd continue to use him as a starter all season. Would take a lot of injuries around him.
He's more valuable to us as a bulk reliever anyway.

This ties into the Abrams question a bit. The Padres know they have no margin for error. Gore might be the easiest guy to move around, but he's not their worst SP.
