In theory, that should be priced in. I will sometimes reach if my roster needs flexibility. Usually, the answer is no.
You should also pick whoever best helps your team

It's format specific. Hitters have more durability, but that's reflected in their ADP already.

I want pitchers early in 5x5 H2H. I tend to go bat-heavy in 5x5 roto.

I'd probably shoot for Harris' 5 category upside. As long as it's a 1 C league, you should always have access to someone playable.
