We don't know that Arenado actually wants to be traded, apart from how he's probably frustrated (naturally) by the Rockies' losing season in 2019.  It's too soon to be guessing where his geographic preferences might lie, or whether or not he'd be content to just join any winning team

The A's usually trade star players before they get to free agency, so I don't think it's completely out of the question that they'd move Semien (especially if they're not going anywhere in extension talks).  

But, it's far more likely that the A's keep Semien through 2020 and then recoup the QO draft pick if he signs elsewhere.  If the A's step up and spend the big money it'd take to re-sign him, more power to them
